Ghana’s Olympic Committe congress in limbo?

A scheduled ordinary congress by the Ghana Olympic Committee on July 23 may not come off because of possible court injunction on the organisers.

The injunction sought and obtained by the Ghana Weight lifting Federation from an Accra High Court is expected to be served on officials of the GOC who have scheduled to congress for the Theodosiah Okoh National Hockey Pitch in Accra.

Joy Sports reports that Bailiffs from the court may have been unable to serve the Ghana Olympic Committee with the injunction dated July 22 with the number GJ1059/2016, because their offices adjacent the Ridge Hospital in Accra, were closed.

The Ghana Olympic Commitee (GOC) is stated as the 1st respondant with Prof Francis Dodoo (GOC President ) and GOC General Secretary Richard Akpokavie as the 2nd and 3rd respondants respectively.The current Ghana Olympic Committee’s tenure expired in October last year and required a congress to elect new executives. However, because October was within the Olympic cycle of four years, a congress held on November 2, 2013, decided to extend the mandate of the executive team led by Prof Dodoo till after the Rio Olympic Games.

Joy Sports reports that some federation presidents raised questions about an invitation three weeks ago to a congress, after they had agreed that a congress of the General Assembly of the GOC will be held after the Rio Olympic Games.

They received a reply to the effect that the July 23 Congress was not an electoral one but an Ordinary Congress to discuss and agree on audited accounts ahead of the electoral congress after the Rio Olympics.

According to the source, GOC President, Prof Francis Dodoo also informed the constituent associations of an untendered notification from the IOC directing that the electoral congress be held next year instead of this year.

This may have prompted the decision of the Ghana Weightlifting Federation to seek to injunct the July 23 event. A writ issued by the Federation is seeking:

a. A declaration that by the resolution of the Congress of the 1st defendant, dated 2nd November 2013, signed by 2nd and 3rd defendants herein, which extended the mandate of the executive board of the 1st defendant until the General Assembly immediately after the next Olympiad in 2016. The defendants are bound to hold congress only after the Olympic Games in Rio, Brazil.

b. An order setting aside the notice of congress dated 22 June, 2016 as unlawful as it contradicts the resolution of congress on 2nd November, 2013.

c. An order restraining the defendant from holding any other congress in 2016 save the General Assembly immediately after the Rio 2016 Games in Brazil as resolved by Congress on 2nd November 2013.

d. Such other reliefs as to this honourable court shall seem fit.

It would be recalled the immediate past president of the GOC, Benson Tongo Baba, now a member of Parliament, was engaged in a long running power struggle with the current administration due to what was considered overstaying in office.
